This relates to the allowance drawn by the officer who actually performs the work.
No acting allowance is paid when he is on absence.
Part of it was to be franked to Mr. Craig, a pensionable emolument.
He would presumably draw the whole during his vacation.
I write to say that there would therefore be no funds available for the payment of the acting officer, who was in charge of the work.

It is believed that Badeley's original proposal & the salary increase for the post of Asst. to Supt. was $3600 a year.
Some of the work at the time was laying that managing the printing dept. will in future be part of the ordinary duties of the Asst. to Supt. (para. 67).
